Used the circle shape tool to get the base. I then filled it in with a silver color
Hand drew lady liberty with a free hand line tool and filled it in.
Added another circle to give it an edge and made created an outerglow.
Added 1900 using text box
Added stars using the star shape tool
added liberty to the top using the text tool
Final product. I did not know how to get rid of the outline box. It would not go away. I tried to get rid of it for 5 minutes.
